This study oriented at diminishing the differences between the targeted criteria of national architectural project competitions and the qualities of the final products offers an experiment based model. Through proposed model, the final products of the national architectural project competitions can be evaluated in the context of functional requirements, their current problems can be determined and the disconnections in the sub processes which cause these problems can be revealed. The proposed model in this thesis is structured upon the theoretical framework in which architectural planning process, architectural competitions and municipality buildings are addressed, and the model is embodied thanks to two final products of national architectural project competitions. Thus, it was attempted to reach the findings which enable the hypothesis of the thesis to be analyzed and its aims to be realized. The findings which were documented via various techniques such as interviews with author architects, surveys, photographing the spaces, observation and analysis as well as such materials as preliminary architectural projects, implementation projects, briefs of the related artificial environments paved the way for exposing the sub process disconnections. The disconnections are documented as the execution of spatial interventions by the employers in the implementation processes and the briefs containing deficient / incorrect indicators during the process of brief design processes. In this scope, subsequent to the use of artificial environments; it is found out that requirements for horizontal expansion appeared, that problems related to capacity and space organizations have appeared and that functional quality has decreased. The problem areas which prevent national architectural project competitions from operating more healthily, making their final products more usable, increasing the motivation of all relevant actors and preparing a more stable ground for developing theoretical discourses, and their reflection on artificial environments and suggestions are tabulated in the conclusion part of the thesis.
