Abstract:

Energy, being an irreplaceable factor for sustaining the life from the past to today, plays a significant role in the development of countries, increasing their welfare and improving their social and cultural patterns; in brief it becomes one of the essential requirements of humanity. In today's world of technology, parallel with the increase in population and level of development in the world, the need for energy and accordingly energy gap is ever increasing and countries determine their energy policies to reduce the outsource dependency. In this study, with regard to the nuclear energy which takes an important place in the current discussions; it is aimed to examine and to classify the energy policies in socio-economically developed, developing and less developed countries, to evaluate our country's energy policy and to compare the differences of the social and spatial processes in the establishment of nuclear plants which our country has been experiencing for the first time with the world experience. In this context, the Province of Sinop, being the city where Turkey's second nuclear power plant is planned to be established, is determined as the case study; the social and spatial processes conducted to the nuclear power plant planned to be established in Sinop has been exposed through the examination of relevant legislation, site selection processes, current spatial plans and process of Environmental Impact Assessment (EIA) and through gathering the point of views of inhabitants and non-governmental organizations by household surveys and in-depth interviews.
