Abstract:

Positive results of conservation activities in urban protected areas can only be possible with the correct definition of conservation problems. Since the beginning of the 21st century, the understanding of urban conservation, whose discussion framework has expanded since the beginning, emphasizes the necessity of supporting the determinations of the problems of urban areas with comprehensive analysis data. The process of identifying the problems, which vary in line with the unique characteristics of the urban sites, can be clarified by the decision of which analyzes will be made and how the analyzes will be evaluated. At this stage, determining the conservation approach and associating it with an analysis method in which the field data can be evaluated together is considered important in terms of revealing the limitations of the detection process. The subject of the thesis is the urban protected area located in the center of Silivri, a district that has been under the influence of the Istanbul metropolis throughout history due to its geographical location. The area was declared an urban site in 1993 and the Conservation Development Plan was approved in 2017. The structural, sociological and environmental changes in the area, especially after the 1980s, have led to the diversification of conservation problems. In this context, Silivri Urban Protected Area has unique problems that should be evaluated in terms of protection. In the study, which aims to determine the protection problems of the Silivri Urban Site, the data related to the area were evaluated by associating them with the SWOT analysis method. SWOT analysis has been considered as a tool that allows the evaluation of opportunities and threats arising from internal and external effects together. As a result of this evaluation, it is aimed to determine the opportunities and threats, strengths and weaknesses of the region. It is thought that the holistic evaluation approach presented by the SWOT analysis, which is considered specifically for Silivri Urban Site, will provide a perspective that will contribute to the analysis studies described within the scope of the current Conservation Implementation Development Plan regulation in force in Turkey.
