Abstract:All of the Anatolian civilisations in history like the others in rest of the world had been settled down along waterfront, for they had seen the water as a prinicipal criteria for habitation as well as the vegetation and climate which are essential for survival. In each era and periods of the history starting from neolithic age, there had been several civilisations established just along the sea sides of our country as well, remanings of which can be seen currently. Therefore Aegean and Mediterranean coastal zones of our country has come into prominence due to plenty of protected coastal settlements, in where high density of urban and archelogical sites exist together. In these areas where urban sites and coastal areas has overlapped the Coastal Code and the Protection Code for Cultural and Natural Assets, two powerful special codes, are in effect together. However, when one of these powerful codes contradict to the other or they do not give a reference to eachother, there arise some cases between the central government and the local authorities causing different development plan implementations with different aims; and this results in damage of the protected sites. Besides, the demand for coastal zones due to the rapid urbanisation and mass tourism, and the various physical-functional changes and transformations make difficult to preserve the protected sites. The contradictions between the coastal code and the protection regultions in the context of conservation arise as another problem from time to time disrupting the conservation case. Within this dissertation study, as a result of the research and survey in the selected case study area, Antalya Kaleiçi Urban Protected Site, effects of development plan implementations in the coastal zones and shorelines according to the Coastal Code on the urban protected sites has been studied in legal, spatial and social context and solutions for the determined problems has been proposed.
