Abstract:In parallel with globalization, increasing competition conditions are encouraging countries to pioneer technology. Technological innovations enable countries to set targets for R & D and innovation activities by shaping prior economic and industrial policies. In line with these targets, investments in R & D and innovation are returning as productivity and increases in value added. In this respect, private sector is the main undertaking sector that carries out the R & D and innovation activities of the countries. The R & D and innovation capacity of the private sector, which performs the majority of R & D expenditures in globalized economies, significantly determines the balance of power in the competition race. In the scope of this study, particularly in improving the competitiveness of OECD countries including Turkey, which has an important position in the R & D and innovation activities of the private sector are evaluated by DEA method. In the application study, the total technical efficiency, pure technical efficiency and scale efficiency values of the countries by using CCR (Charnes, Cooper and Rhodes) and BCC (Banker, Charnes and Cooper) models of two different models formed by the different combinations of 2 inputs and 3 outputs were applied. DEAP 2.1 program was measured and analyzed. In the last part of the study, efficiency changes of countries between 2013 and 2016 were examined in detail with the Malmquist total factor productivity index approach. The obtained results were assessed and recommendations were presented for countries including primarily for Turkey.
