Abstract:

Although urban transportation plans have been made in our country since the 1970s, even today there are no decisive legislations concerning the nature of these plans. In this thesis study, a database is proposed for the construction of urban transportation plans and the storage of the data to be used in the follow-up, and the thesis is aimed at establishing a central information system for the overall performance evaluation of urban transportation plans in our country and proposing administrative arrangements. In order to achieve this goal, the legislation in our country and in some other countries related to urban transportation planning has been examined. Subsequently, the proposed databases for the collection of local transport plans abroad at the national level have been analyzed. In addition to the legislation and databases examined, a data model that presupposes the continuity and lossless data transfer between institutions, and an administrative method that can handle it, has been proposed, taking into account the data that government institutions in our country can provide to the administrative structure and continuous statistics. Thus, it is thought that this thesis study will contribute to transportation planning as a concrete step on the establishment of the "city-internal transportation database" specified in detail in the various commissions and commission reports. The data model is developed with respect to existing regulations in Turkey and it is complied to EU INSPIRE directives.
