The aim of this research is to examine the developments that occurred in the secondary education level of the Turkish Education System in the period from 1970 to the present day (2020) and analyze these developments under the titles of the legal regulations, policies followed, types of schools in general secondary education , student admission to secondary education institutions, teaching programs, evaluation of student achievement, textbooks, teacher training, projects and numerical developments. In this research, which has qualitative research feature, the document review method was used. The analysis of the research was done by document analysis. The research is structured in five sections. The first section includes the problem status, purpose, significance, assumptions, limitations, definitions and abbreviations of the research. In the second section, related researches; in the third section the method of research; model, data collection techniques, data collection, data analysis and interpretation are included. In the fourth section, the findings and interpretations obtained as a result of the research, and in the last section, the results and suggestions of the research are included
