Abstract:This study is conducted to analyze the curricula of the universities in Ankara which offer Arabic Language courses as a second language in 3rd and 4th years and to build alternative teaching programs. For this purpose, the curricula of Hacettepe University, Military Academy, Middle East Technical University, Police Academy, TOBB Economy and Technology University, which teach Arabic as a second language, were analyzed. The data analysis in the study was based on Common European Framework on language teaching, table of scales that show language teaching and learning levels and certified language proficiency criteria. The data was analyzed with the data analysis method. In the second part of the study, information about what must be done in the process of language teaching, which was extracted from the publications of several lecturers and academicians, was discussed and an alternative teaching program was prepared under the light shed by experts' knowledge and experience. A lot of publications that were aimed to carry the students at least to an intermediate level were used in this program and a lot of literary works were scanned. All the stages of language teaching were taken into consideration to present all of its dimensions. In order to compensate for limit of time, what teachers and students should do after lesson, students' desire to learn and teacher's efforts to learn were mentioned. By taking time limit in the alternative curriculum into consideration, the five fundamental skills in language teaching and learning: listening, reading, dialogue, oral and written explanation were given great importance to be included in the teaching program. Alternatively, the time limitations of the curriculum, taking into account the five basic skills of language teaching and learning, listening, reading, speaking, oral expression, written expression are given special attention to the inclusion of aspects of the curriculum.
