PRACTICAL PROCEDURES OF SUSTAINABLE URBAN MOBILITY PLANS (SUMPs) IN TURKEY

Abstract:

In recent years, urban mobility plans aiming to direct mobility have started to be implemented instead of transportation plans that aim to organize infrastructure investments for implementation in transportation. In our country, the implementation process has started with the use of European Union funds for Sustainable Urban Mobility Plans (SUMPs) since 2019. In this study, the implementation process was revealed by examining the cities in the world and in Turkey where SKHP was implemented and evaluating them according to various criteria. Inferences were made by evaluating the planning approaches developed according to urban conditions specific to cities and their applications. The aim of the thesis study was completed by evaluating the inferences about the necessity of SUMP in the applications made in Turkey as a result of the analyses. According to the findings, it is concluded that SUMP can be limited by the conditions specific to the cities, it can create plans suitable for certain characteristics of each city with planning understandings, and it can be developed by integrating with existing transportation plans. While the SUMP is being implemented, the disadvantages brought by the transportation plans make the implementation process difficult, but the implementation of the SUMP is accelerating with investments. The results show that SUMP can be carried out in the long term in our country, and if funds are provided and supported, it can easily participate and be involved in this process in other cities.
