The study covers the difficulties that people with disabilities face when it comes to accessing the public sphere which is due to architectural and infrastructural incompetency that causes disabled people not to be able tofulfill their civic duties without aid.The reason we cannot see disabled people at public spaces, public transport, social areas and so on is not because the number of disabled people in our society is low; it is because these public areas mentioned fail to offer architectural solutions to provide disabled people an easy access to these public areas. All our buildings in our country must be built in accordance with the regulations and conditions that must follow the TS 9111 " The requirements of accessibility in buildings for people with disabilities and mobility constraints". In this study the accessibility of the frequently visited area of Municipality building in Mersin for disabled people has been examined; the verification of whether the necessary arrangements and regulations are applied/not applied, if applied at what degree of accuracy they are applied have been identified. The results from the study has been presented by using various techniques of on-site observation, photography; applications of different perspectives in the work area.
