Abstract:Any human being living in the 21st century cannot stop themselves keeping away from media and the environment it constituted. Media and and mass media surround all ins and outs of modern day's human being. To be able to develop an accurate perspective towards media, individuals are needed to become media literate. The importance of media literacy has been recognised by developed countries. Developed countries, in order for individuals to gain media literacy, make progress by carrying out media literacy training programmes, establishing foundations concerned with media literacy and setting down new standards to teacher training programmes including media literacy. As developed countries give more importance to media literacy; it appears that there is no curriculum related to media literacy for training teachers in Turkey. For this reason, the aim of this study is to determine teacher candidates' media literacy level, identify their views on media literacy and design, test and assess a media literacy education programme which can be implemented at faculties of education. A descriptive and experimental model was used in this study. This research is important because of the contributions it will provide in the development of media literacy skills of teacher candidates and the benefits it will provide to qualified human power in Turkey. According to the results that are gained in the study, the media literacy levels of teacher candidates are not at sufficient level. Media literacy levels increase as the duration of connection to the Internet by smart/ mobile phone increases. The content of the chosen programme while watching TV affects the media literacy level. While preferring primarily news and news magazines increase the media literacy levels by providing positive contributions to media literacy, preferring series (soap operas) decreases it. According to the findings obtained from teacher candidates; the aim of watching TV and using Internet have importance on media literacy level. The high frequency of Internet usage has positive contributions to media literacy. The media literacy levels of people who use Internet to access and to obtain information are found to be high. Through interviews that are conducted with teacher candidates, they were observed to unfold the concept of media literacy. While teacher candidates state that their departments do not have a contribution to their media literacy levels, in general they indicated that there should be a course based on this skill and some activities, such as, conferences, seminars, panels should be organized. Whereas teacher candidates expressed media literacy through metaphors, they specified many metaphor samples like; fire, tree, binoculoars, sunglasses, eye, microscope, water purification and filter. At the end of the study, Media literacy Training programme which was designed and implemented has been influential and provided benefits. This result is reported before and after a twelve week implementation by performing pretest-post/test. Finally, the Media literacy Training programme is suggested to be incorporated as a course in all teacher training programmes. However, incorporating it as a single-stand course itself is not at all something to be desired. Besides that, media literacy education should be performed systematically at different levels of compulsory education. Lecture halls at faculties of education should be designed/configured according to this, instructors should be trained and further cooperations with Ministry of National Education should be conducted.
