Abstract:
This study focuses on the concept of cultural routes initiated by the Council of Europe in 1987, connecting places of cultural or historical significance. Particularly highlighted with the declaration of the Santiago de Compostela Pilgrimage Route, this concept has become a significant topic in the field of cultural heritage. The study aims to develop a methodology for defining and enhancing routes designated only as destinations in Turkey under the Council of Europe Cultural Routes Program, which covers 48 different themes. The study identifies the European Industrial Heritage Route as having the highest development potential in Turkey using a multi-criteria assessment method, and the research focuses on developing a methodology based on this route. The proposed elements of industrial heritage that should be included in the Industrial Heritage Route in Kocaeli, determined as the study area, are examined on a cultural routes planning guide prepared based on literature reviews and evaluation criteria from the Council of Europe Cultural Routes Program. Additionally, awareness of the subject is measured by conducting surveys with local residents and personnel from relevant public institutions, essential stakeholders in cultural route planning. The findings of the study, including a guide, organizational and financing model, and legal recommendations, serve the purpose of being used in cultural route planning. This research is significant in evaluating and improving the potential of cultural routes in Turkey by providing a comprehensive methodology, thus making a valuable contribution to the literature.
