Abstract:
All transportation infrastructures as with highway infrastructures require large investments.
Making the right and effective investment decisions is very important for the national
economy as well as the public’s point of view. The responsibility of the public sector is to
ensure the efficient distribution of limited resources between projects in order to achieve the
targeted economic development for the country. In this study, project evaluation techniques
for highway infrastructure projects, which are recognized in Turkey and in the world, are
researched in order to determine and calculate the components of economic appraisal and
also evaluation of alternatives for a case study were aimed. Sensitivity analysis and Monte
Carlo simulation were used in order to determine the critical variables affecting the results
and to take into account the risks of changes in these variables.
