Abstract:ABSTRACT In order forthe health institutionsto maintaintheir main services, they mustprovidethe required goods and services at the right time,in theright amount, at the right quality, atanaffordable priceand from the right source. This is possible by making the rightpurchasing decision and working with the right suppliers. In this study, supplierselection decision, which is the mostimportant step of purchasing management in an oral and dental health centeroperating in Ankara,is discussed. Firstly,80 items ofmedical consumables to bepurchased havebeen classified forthe problem of selecting suppliers that willmeet the annual purchasing needs of the health center. At this stage, the ABC(Always Better Control)analysis, which is aclassification method in the literature, and the VED(Vitaly EssentialDesirable)matrix analysis method, which classifies the materials according to theirvitalimportance, wereusedtogether to determine5 critical material groups. A total of 50 medicalmaterials wereincluded in thesegroups. A selection was madeamong the suppliers that havethe ability to supply thesematerials, submitbids and meet the conditions, taking into account the criteria of "price", "quality", "supplier reliability" and "delivery". The order and priorityvalues of the suppliers were found with the Analytical Hierarchy Process (AHP), one of themulticriteriadecision making (MCDM)methods, which arewidely used in supplierselection in the literature. With AHP, supplierpriority values wereobtained with theSuperDecision (2.10.0) program. In order to establish the 0-1 Goal Programming model, thesepriorityvalues and the goals determined by the health centerwereadded to the model as constraints. 0-1 Goal Programming model has been solved with Lindo (6.1)packageprogram. Thesolution results achievedwereevaluated in termsof the benefits to the institution and theprocurement capabilities of the suppliers.
