Abstract:

Performance-Based Logistics (PBL), one of the latest application methods of logistics management, aims to create performance-based integrated services instead of individual operations, to reduce the cost of system life cycle, and to create added value in procurement and maintenance phases. In this study, PBL applications which are widely used in defense procurement projects have been presented. Performance parameters which can be used in a PBL contract in the defense industry in Turkey are determined by using a questionnaire that included the Likert-type questions. In our country, the information gathered from the managers working in the field of procurement and logistics management in the defense industry sector are evaluated by using statistical analyzes. A multi-criteria decision-making model is developed by taking into account the performance parameters determined by the participants. The developed model is solved by Analytic Hierarchy Process and the performance parameters are weighted according to the order of importance. The determination of the performance parameters that can be used in the PDL contract by AHP, one of the MCDM methods, has been discussed for the first time in our country with this study. The results are shared with defense industry companies. In purchasing contracts, procurement and logistics support processes are improved and standardized by using performance parameters in order of this importance
