Many countries prefer to invest in renewable energy sources to ensure energy security, economic development, and sustainability; to decrease foreign dependency; and to meet the increasing demands. Selection of energy source and determination of energy facility location is an important problem. In this study, the prioritization of the criteria and location for determining a biomass power plant is discussed with an expert group. When determining weights of criteria, fuzzy decision-making trial and evaluation laboratory (f-DEMATEL) method, which is a comprehensive technique to build and analyze a structural model involving causal relationships between complex factors, is used by hesitant fuzzy set. After determining the criterion weights, prioritization of location of a biomass power plant is determined by the combined compromise solution (CoCoSo) method with an illustrative example. As a result of the study, it was determined that experts were able to express themselves better by linguistic terms.
