Hükûmetler devletin görevlerini yerine getirmekle sorumlu organlardır. Seçimler yoluyla çoğunluğu elde eden siyasi partiler hükûmet kurarak görev süresince hedefledikleri temel politikaları içeren belgeler hazırlamaktadır. Söz konusu belgeler hükûmet programı olarak adlandırılmaktadır. Hükûmet programları siyasî, iktisadi, eğitim, sosyal ve kültürel alanlarda izlenecek politikaları kapsamaktadır. 1980’den günümüze Türkiye’de toplumsal kurumlarda ve alanlarda çeşitli gelişmeler yaşanmıştır. Türkiye’nin yakın geçmişinde yürürlüğe konulmuş olan hükûmet programlarının eğitim, dil ve edebiyat alanındaki hedeflerinin bilinmesi bu alanların; toplumu yansıtması ve toplumsal ögeleri sonraki nesillere aktaran temel alanlar olması sebebiyle önemlidir. 1980- 2023 yılları arasındaki hükûmet programlarında eğitim, dil ve edebiyat alanlarının incelendiği bu çalışma nitel desenli olup çalışmanın verileri doküman incelemesi yoluyla elde edilmiştir. Veriler hükûmet programlarından toplanmış, betimsel yöntem vasıtasıyla analiz edilmiştir. Çalışmanın sonucunda 1980 yılından 2023’e kadar Türkiye’de kurulan hükûmetlerin programlarında eğitimle ilgili planlamalara yer verildiği; ancak dil ve edebiyata dair çalışma ve planlamaların bazı programlarda göz ardı edildiği görülmüştür.
Governments are the organs responsible for carrying out the duties of the state. Political parties that gain a majority through elections form a government and prepare documents containing the main policies they have targeted during their term of office. These documents are called government programs. Government programs include policies to be followed in political, economic, educational, social and cultural areas. Since 1980, there have been various developments in social institutions and fields in Turkey. Knowing the targets of government programs in the field of education, language and literature that have been put into effect in Turkey's recent past; It is important because it reflects the society and is the main areas that transfer social elements to the next generations. This study has a qualitative research method and the data of the study were obtained through document analysis. Data were collected from government programs and analyzed by descriptive method. As a result of the study, it was stated that the governments established in Turkey from 1980 to 2023 included educational plans in their programs; however, it has been observed that studies and plans on language and literature are ignored in some programs
