This study examines the effects of administrative and productional relations of AFF on its spatial transformation to reveal its relation over the political transformation. For the purpose, the process between 1925 and 2017 is studied periodically. These periods are discussed in three breakpoints which were determined from both a local and a global perspective. Between the years of 1925 and 1950, study focused on the period where AFF, as an integrative space, was managed as part of a modernization project and state policy. The time between 1950 and 2006 was a period where AFF was managed as a separate directorate in accordance with the law no. 5659. Between 2006 and 2017, the influence of local government and central authority was the basis of management of AFF in this period. Findings from the changes of managerial and productional structure of AFF provided insight to evaluate its spatial relationship with the city from macro scale (plan decisions), micro scale (architectural program) and spatial perspectives effecting the meanings.
