In this study, a program, which creates a database by getting signal strength data of different GSM networks from mobile phones, is developed. The database is obtained by data which were collected by running program on a random route between center campus of Gazi University and Kizilcahamam County. These data are analyzed by using two step clustering method, which is a type of data mining method. The performance of A, B and C GSM networks is determined and network A has the highest signal strength, and the most stable signal level based on the signal strength classification, while network B has the highest signal ratio when the signal strength ranges is classified.
