This study examines the case of the muhassıllık (tax collection) institution, introduced into Ottoman finance with the Tanzimat Edict, through the example of Salonica. Within the framework of the Tanzimat reforms, the aim was to abolish the tax-farming (iltizam) system and ensure that taxes were collected by officials appointed directly from the center. In line with this system, established in 1840, muhassıllık offices were founded in the province of Salonica, not only in the district of Salonica itself but also in the districts of Tirhala, Serres, and Drama. At the same time, muhassıllık councils were established in these centers, tasked with determining the revenues and expenditures of the region. However, the institution of muhassıllık soon failed to achieve the expected results, and the treasury’s needs could not be met. Consequently, in 1842 the muhassıllık system was abolished, and the empire reverted to the tax-farming practice. By focusing on the activities of the Salonica muhassıllık between 1840 and 1842, this study seeks to shed light on the regional functioning of this short-lived experiment.
