Mountainous regions have a global importance with their potentials like difficult topography, changing climate, biological, cultural and ethnical diversities, unique landscape values. However, despite to all the positive qualities, mountainous areas less developed in many parts of the world due to some limitations caused by above listed values. There are too many researches done on how the sustainable development, particularly in mountainous areas can be realized, and different development models for mountainous areas are proposed. Within the content of this article, the arguments on the subject of economic development of mountainous regions and the efficiency of tourism sector on this development with its positive and negative impacts are valued by measuring the sustainability indicators, and the findings of these studies were evaluated with the "multi criteria decision making method". The preferential development parameters were tried to be defined with the comparable results of the each province independently. Accordingly; "improving the accessibility of the region", "supporting of foreign investments and technical cooperation", "rates of current touristic entrepreneurs and managed by local actors" and "know-how network, structure and spreading level" parameters can be listed as having priority. For the economic development of mountainous regions, existence of local economic activities and the participatory planning processes for local people are the important steps for improving regional welfare.
