Türkiye’de son 30 yılda yaklaşık 160 bin kişi trafik kazalarında hayatını kaybetmiştir. Trafik kazalarının sosyo-ekonomik maliyetinin ise yılda yaklaşık 20 milyar TL olduğu tahmin edilmektedir. 2020 yılına kadar trafik kazalarından kaynaklanan ölümleri %50 oranında azaltmayı hedefleyen Türkiye’nin, ivedilikle rasyonel çözümler üretmesi gerekmektedir. Yol ve trafik güvenliği konusunda farkındalık yaratmak, risk faktörleri ve öncelikli alanların tespitine yönelik hedef ve strateji geliştirmek, politika yapıcıları ve uygulayıcıları harekete geçirmek için kapsamlı analizlere ihtiyaç vardır. Bu çalışmada, yol ve trafik güvenliğine ilişkin parametreler kullanılarak bir “Trafik Risk Endeksi” geliştirilmiş, geliştirilen endeks ile 81 ilin trafik güvenliği düzeyi karşılaştırılmıştır. Trafik risk endeksi oluşturulurken, tehlike indeksi metodundan faydalanılmıştır. Çalışmada, 2013 yılı için trafik güvenliği açısından en riskli il Bingöl olurken, endeks değerine göre en güvenli il ise İstanbul olarak belirlenmiştir.

In Turkey, nearly 160 thousand people lost their lives in traffic accidents in the lust 3 decades, It is estimated that the socio-economic cost of traffic accidents is 20 billion TL in annual scale, Turkey is fining to reduce the deaths stemming from traffic accidents ut a rate of 50% until 2020, and needs to produce urgent rational solutions, Comprehensive analyses are needed in order to create awareness on the issue of Safety of the roads and traffic to develop targets and strategies to determine the risk factors that have priority, and activate the policy makers and practitioners. In this study, a "Traffic Risk Index" was developed by using the parameters on the road and traffic safety, and the traffic safety levels of 81 cities were compared by using this index, The Hazard Index Method was made use of to develop the Traffic Risk Index, The most risky city in terms of traffic safety was determined to be Bingol for the year 2013 in the study, and the safest city was determined to be Istanbul according to the Index values.
