Özet:
İskân Sürecinde Değerlendirme (İSD)¹, bir binanın iç ortam kalitesi (İOK), enerji performansı ve özellikle kullanıcı memnuniyeti gibi kritik unsurları da içerecek şekilde, kullanım sırasındaki performansını sistematik olarak değerlendiren bir yöntemdir. Bu çalışma, Ankara'daki özel bir kız öğrenci yurdunda kullanıcı memnuniyetini analiz etmek için İSD (POE) çerçevesini kullanmaktadır. Değerlendirme, kapsamlı literatür taramasından elde edilen ve uzman görüşüyle özel bağlama uyarlanan fonksiyonel ve teknik performans boyutlarına odaklanmaktadır. Öğrenci sakinlerin algılarını ve memnuniyet düzeylerini belirlemek amacıyla, (20) fonksiyonel ve (20) teknik performans unsurunu içeren bir kullanıcı memnuniyeti anketi uygulanmıştır. Çalışma, yurdun performansındaki güçlü ve zayıf yönleri kullanıcı perspektifinden ortaya koyan İSD/POE bulgularını sunmaktadır. Sonuçlar, tesis yönetimi için eyleme dönüştürülebilir geri bildirim sağlamakta ve gelecekteki öğrenci yurdu tasarımlarına bilgi sunmaktadır. Ayrıca, ortaya konulan metodoloji, Türkiye'deki yurt ortamlarında kullanıcı memnuniyetini sistematik olarak değerlendirmek için potansiyel olarak yükseltilebilir ve sistemik olarak uygulanabilir bir çerçeve sunmaktadır.

Abstract:
Post-Occupancy Evaluation (POE), termed "İskân Sürecinde Değerlendirme" (İSD) within this study's context, offers a systematic methodology for critiquing building performance during use, encompassing crucial aspects like indoor environmental quality (IEQ), energy performance, and notably, occupant satisfaction. This paper employs the İSD/POE framework to analyze user satisfaction within a private female university dormitory in Ankara. The evaluation focuses on functional and technical performance dimensions derived from a comprehensive literature review and adapted through expert consultation for the specific context. A user satisfaction survey, assessing (20) functional and (20) technical performance elements, was administered to capture student residents' perceptions and satisfaction levels. The study presents the İSD/POE findings, identifying specific areas of strength and weakness in the dormitory's performance from the users' perspective. The results provide actionable feedback for facility management and inform future student housing design. Furthermore, the demonstrated methodology offers a potentially upgradeable and systemically applicable framework for evaluating user satisfaction in dormitory settings within Turkey.
