Active shooter incidents (ASIs) represent a significant andescalating threat to public safety, demanding robust,evidence-informed mitigation strategies for security practi-tioners and policymakers. This state-of-the-art scoping reviewsystematically analyzes 223 peer-reviewed studies (2000–2024)to synthesize applied strategies across ASI prevention, oper-ational response, and security-focused environmental design.Key findings highlight the critical roles of proactive threatassessment, Crime Prevention Through Environmental Designprinciples for secure environments and effective evacuation,multi-modal training (including virtual reality simulations), andcoordinated multi-agency response protocols. The review alsoexamines the utility of modeling techniques for enhancingpreparedness and response effectiveness, emphasizing prac-tical insights over technical complexities. Identified gapsinclude the need for more research on civilian response effi-cacy and the integration of emerging technologies into secur-ity management. This review provides an evidence-basedframework and actionable recommendations to inform thedevelopment and implementation of effective security meas-ures, policies, and crime prevention initiatives aimed at miti-gating the impact of ASIs in diverse settings.
