Abstract

E-government has emerged as a component of public sector reform by increasing efficiency, providing more convenience, and enhancing modernization, raising the expectations of citizens who aim to organize relationships with other citizens, businesses, and government agencies as a result of widening Internet technologies. Turkish public administration has also been affected by this modernization movement. In Turkey e-government projects have been launched as a consequence of the information age and harmonization efforts with the European Union. Today, e-government applications in Turkey are at the datum level and the Internet sites are rather static, meant only to provide general information. The e-government transformation in Turkey was analyzed in this study, where government projects and services were examined in legal and institutional structures.
