Hemzemin Geçitlerde Alt/Üst Geçit İyileştirmelerinin Belirlenmesi

Özet

Demiryolu kazaları incelendiğinde kaza potansiyeli en yüksek kesimlerin hemzemin geçitler olduğu görülmektedir. Hemzemin geçitlerde meydana gelen çarpışmaları azaltmak ya da önlemek için, bazı iyileştirilmeler yaparak bu noktalarda trafik güvenliğini artırmak mümkündür. Türkiye’de hemzemin geçit iyileştirmeleri, “Demiryolu Hemzemin Geçitlerinde Alınacak Tedbirler ve Uygulama Esasları Hakkındaki Yönetmeliği” esas alınarak belirlenmektedir. İlgili yönetmelikte, hemzemin geçitte uygulanacak koruma sistemleri, trenin hızına ve seyir momenti verilerine göre belirli şartlara bağlanmıştır. Hemzemin geçitlerde yapılacak iyileştirmelerin, özellikle alt/üst geçit şeklindeki yüksek maliyetli iyileştirmelerin seçilmesinde daha fazla faktörün dikkate alınması faydalı olacaktır. Bu çalışmada, alt/üst geçit şeklindeki iyileştirme gereksinimi olan hemzemin geçitlerin belirlenmesi için, hız ve seyir momenti ile birlikte diğer bazı parametreleri de dikkate alan bir puanlama tablosu oluşturulmuştur. Puanlama tablosu oluşturulurken Analitik Hiyerarşi Süreci (AHS) puanlama yönteminden yararlanılmıştır. 65 ve üzeri puana sahip hemzemin geçitlerin, alt/üst geçit formuna dönüştürülebileceği değerlendirilmiştir.

When the railway accidents are examined, it is seen that the highest accident potentials are at the level crossings. It is possible to make some improvements in order to prevent accidents at those locations. In Turkey, level crossing improvements are determined according to the “Regulations on the Measures to be Taken and the Principles to be Implemented in the Level Crossing”. In this regulation, which protection system is to be applied at the level crossing is connected to the conditions of the train speed and cruising moment. More cost factors need to be taken into account when choosing high-cost improvements in the form of under/overpasses. In this study, a scoring table was developed which takes into account other parameters along with the cruising moment to determine the crossings requiring improvement. The Analytical Hierarchy Process (AHP) scoring method has been used when creating the scoring chart. It has been suggested that, level crossing with 65 points and up can be converted into under/overpass form.
