Aim of the study is to analyze and evaluate the ongoing disaster management system of Turkey within the framework of international disasters policy which particularly has been shifting by the 1990s. Firstly, the developments in the international disasters policy which indicates benchmarks of shift from traditional approaches to disaster risk management are summarized, nextly the insufficiency of the traditional approaches is addressed and the new coping approach is identified. The development of Turkey's disaster policies is analyzed through a brief historical perspective in order to evaluate the current situation. Finally, the main barriers preventing the development of a comprehensive and risk-based disaster management model which is urgently needed in Turkey are evaluated.
