Özet

E-learning is the kind of education that is based on the self-learning of learners and performs simultaneous and asynchronous learning and offers equal education for every individual. One of the most important works to improve the effectiveness of the face to face training and e-learning is to develop Open Educational Resources (OER). OER is the all kinds of course source that allows the open and free access and use on the internet. The situation in Turkey is analyzed, studies on OER in Turkey was initiated under the leadership of Turkey Academy of Sciences (TUBA) for the first time in 2006.
