Özet

The purpose of this study is to describe the extent of NGO's participation in educational decision making processes and the arguments/strategies that are used by NGOs for the participation. The study group consists of administrator's of 14 NGO's with activities in the field of education in Turkey. Data were collected by using a semi-structured interview form developed by researcher. Results demonstrated that NGO's are seeking active participation in educational decision making processes, but their participation level is not up to their expectations. While some NGO's expect direct participation, others take a rather passive position saying that "we express our views, whoever wishes may take it into account". Arguments/strategies used to affect the decision making process by NGO's include (a) protests, public meetings and various actions, (b) publishing books and research reports, press briefings, organizing conferences/symposiums, direct communication with policy makers and administrators.
