One of the important topic for the current technologies is to protect the natural resources by using industrial waste materials that are produced during industrial manufacturing. According to 2014' statistics, only 41% of steel slag is recycled in Turkey. The remaining amount of steel slag produced in Turkey was disposed or stored in wild life. In this study, the utilization of steel slag in road base and subbase layers are evaluated by using fmite element method. Deformation behaviour of steel slag is compared to crushed stone. Four different road cross-section are analysed by using axisymmetric fmite element method. Analyses are carried out under 400 kPa wheel pressure for 20.111 cyclic loads. Steel slag deformation parameter was obtained by carrying out resonant column tests. The results show that the steel slag can be used in road base and subbase layers instead of natural aggregate. The minimum vertical deformation was obtained in the KC cross-section where the steel slag is used in the subbase layer.
