Özet

Council of Higher Education (CoHE) presidents have an important effect on the higher education system because higher education system is a hierarchical structure and in the Higher Education Law (No. 2547) authorized the CoHE president broadly. Consequently, the CoHE presidents have affected the higher education system in a broad sense and gave direction to the higher education politics. Criticisms on the decisions and the implementations of the CoHE have targeted the president of the council or the council as an organization. The Council was established after the military intervention in 1980 and Ihsan Dogramaci was appointed as the first president of this Council in 1981. Up to now six presidents of CoHE took office after Dogramaci. The problems, discussions and criticisms about university and higher education are handled differently in each period. This study aims to summarize the criticisms of the most debated decisions and implementations of the CoHE presidents. In accordance with this purpose, the problems of higher education and the studies on the implementations of CoHE, reports, newspaper archives have been examined. Discussions and criticisms on higher education system have been summed up in a historical context.
