Osmanlı Devleti'nde eyalet sisteminden vilayet sistemine geçişle birlikte devletin merkezileşme hamlelerinin bir uzantısı olarak doğan vilayet gazeteleri, merkez dışı basının -taşra basınının- ortaya çıkmasına önayak olmuştur. Ankara'da Heyet-i Temsiliye'nin şehre gelmesinden kısa bir süre önce yayınlanan Mefkûre ve Selamet'in kökleri de devletin vilayet gazeteleri çıkararak sesinin taşrada yankılanması isteğinin bir uzantısı olarak doğan Ankara vilayet gazetesindedir. Fakat Ankara basını söz konusu olduğunda Heyet-i Temsiliye'nin bir milat yarattığının altını çizmek gerekir. Heyet-i Temsiliye öncesi Ankara basını ile sonrası Ankara basını birbirinden çok farklıdır. Bu durum hem zaman içinde etkisi hissedilen merkezin Ankara'ya taşınması eğilimiyle hem de Heyet-i Temsiliye'nin gelişinin Ankara gündemini değiştirmesi ile ilgilidir. Heyet-i Temsiliye ile birlikte Ankara'nın gündemi taşralılık ve yerellikten öte ulusallıktır. Artık söz konusu olan İstanbul'un belirleyiciliğiyle refleks gösteren bir basın değil belirleyicilik çabası ağır basan bir basındır. Bu nedenle Ankara basınının, Heyet-i Temsiliye merkeze alınarak, öncesi ve sonrasıyla ayrı ayrı incelenmesi gerekir.

in Ankara, it is necessary to underline that the Heyet-i Temsiliye had created a
milestone. The Ankara press before and after the Heyet-i Temsiliye was very different
from each other. This situation is related both with the tendency to move the center to
Ankara, the effect of which was felt over time, and the change of Ankara’s agenda
with the arrival of Heyet-i Temsiliye. With the arrival of the Heyet-i Temsiliye,
Ankara’s agenda became national beyond provincial and local. Now in question was
not a press that shows reflexes with the determination of İstanbul but also a press with
an emphasis on decisiveness. For this reason, it is essential to examine it separately
before and after taking the Ankara press into the center.
