Özet

Recently, especially with the global spread of the Covid-19 virus, the demand for home health care has been increasing with each passing day. The most important reason for this increase is that the number of people who applied to hospitals for treatment and caught the virus is quite high. This situation makes home vaccination services more advantageous. For this reason, many people do not prefer to apply to the hospital for the Covid-19 vaccine and prefer to receive vaccination service at home. When the demand for vaccination at home is high, this demand cannot be met by the deadline and there are service delays. In this paper, a decision support system has been designed to ensure that the service to be provided is carried out at the desired time and minimizes transportation costs. The main purpose of the decision support system is to determine the ideal vehicle route that satisfies the constraints at the beginning of each shift in a short time. A mathematical model and a simulated annealing algorithm were developed, then the model and algorithm were integrated into the decision support system. The mathematical model aims to minimize the total distance to be covered between the health center and the locations to be served. The decision support system was run with different instances on a personal computer and the solutions have been obtained. All results are presented comparatively.
