Investigation of Common Uses in Public Buildings in Istanbul by Iller Bank in Terms of User Needs

Municipal buildings are public office buildings where public services are used extensively and public services are provided. These buildings, which are used by both citizens and municipal employees, must meet the expectations of both users. This study was carried out to determine the extent to which municipal buildings meet the expectations of the public and the employees. Although the municipal buildings, which serve a specific purpose, have a certain spatial structure vary according to the material and facade characteristics used, they contain similar plan features. For this reason, this study is intended to be a guide for municipal buildings to be built later. In this study, the Post-Occupancy Evaluation method was used to evaluate Büyükçekmece, Çekmeköy, Eyüpsultan and Sultangazi municipal buildings in terms of user needs. In order to ensure the evaluation, a Post-Occupancy Evaluation model for municipal buildings was established and evaluation criteria were determined in this model. These criteria are formed by determining the needs of the users in accordance with the findings obtained from the literature research. In the study, two questionnaire forms were prepared for the usage evaluation for the citizens and employees. Evaluation criteria for citizens in terms of building environment, transportation and interior organization, the evaluation criteria for the employees under the heading of technical performance thermal comfort, auditory comfort and indoor air quality; under the heading of functional performance, building environment and transportation, interior organization and ergonomics and spatial dimensions; behavioural performance is the visual comfort, privacy and security criteria.
