Because of the fact that developments taking place in recent years in information and communication technology, digital boundaries has taken the place of the geographical boundaries. The challenges of protecting national interests against cyber attacks and ensuring the border security of cyberspace has made it inevitable for governments to make international agreements. In this study, it is aimed to make a positive contribution to the cyber security strategy implemented by Turkey by examining the cyber security strategy applied by NATO, one of the biggest organizations that unite countries under the same roof in the globalizing World, and NATO member countries. During the determination of the sub-objectives, a presentation was made to 16 persons who were experts on the subject of cyber security and opinions were taken. Within this scope; The documents published by NATO CCDCOE, ENISA, BSA and ITU organizations have been examined in detail in the framework of the identified sub-objectives. After the examinations, the issues that are considered to contribute significantly to the strategic plan of our country have been identified and presented as a suggestion in the conclusion section.
