Abstract:

In our country, the authority to determine and approve the contents of the development plans for conservation purposes in the conservation areas containing cultural assets is in the “Regional Committees for Conservation of Cultural Heritage” overseen by the Ministry of Culture and Tourism. “Transitional periods” and “implementation-oriented contents of the transitional period” defined as periods in which conservation development plans are not yet approved, represent critical periods and practices in the context of conservation but there is no enough study for the contents and effects of the implementations on this periods. The inadequacy of the studies regarding these periods necessitates the evaluation of the “Restructuring Conditions of Transitional Period“ considering both positive and negative aspects. In this thesis, the Ulus Historical City Center has been identified as sample study area. Reconstruction Planning and Conservation Oriented Restructuring Planning Process and Plans have been investigated. Periods during which the Ulus Historical City Center Urban Conservation Area has been governed by “Transitional Period Structuring Conditions” in practice were examined on the basis of conservation decisions and implementations. “Transition Period Settlement Conditions” adopted by Ankara Conservation Regional Committee during the transitional period of the Renovation Areas which was announced by the Council of Ministry Decisions in the period of 2005-2010-2015 approved as part of the transition to the protection plan based on the 5366 numbered clause of the law has been effective during the process of restructuring of the Ulus Historical City Center. Quantitative and qualitative data were used for this study. Ankara II Regional Conservation Committee and Ankara Metropolitan Municipality Archives were utilized for the quantitative data, and indepth interviews and survey techniques were used for qualitative data. In this study it is shown that, in the example of Ankara Ulus Historical City Center, the practice of “Transition Period Settlement Conditions” has replaced the conservation development plans, local and central actors that use the power in conservation prefer Transition Period Settlement Conditions over conservation development plans and it causes a transition from the holistic and conservator approach of conservation development plans into projects which causes new constructions by partitive approach.
