Abstract:

Within this research, it was aimed to examine the process of the selecting and training of the education directors in terms of the changes in the related regulations and legislations as well as the expert opinions in depth. In this context, this research is a case study. In the study, while the changes in the legislations and regulations regarding the selection process of education directors were collected by document review technique, the unstructured interview form with 5 questions was used to determine the point of view of the field experts. In the study, the study group was determined by the criterion sampling method. The study group consisted of 21 field experts (16 academicians working in the field of education management and 5 directors working in the Ministry of Education). The data collected within the scope of the research were analyzed by content analysis technique. As a result of examining the legislative changes, it was concluded that it may be necessary to make a new legal regulation and the current regulation may be abolished due to the deficiencies; it may be necessary to establish a merit system based on the criteria such as educational background and seniority together with the results of the written examination; this process can be more qualified by being supplemented by graduate degrees. According to the opinions of field experts, it was concluded that people who have certain qualifications in the selection process are taken into consideration and given a written exam and that the ones who succeed in the exam should be ranked according to their qualifications. According to the opinions of field experts, it is determined that the rate of the experts who suggest that exams should be written and the rate of the experts who suggest that exams should be both written and oral are similar. At the same time, it is concluded that the majority of the experts proposed that the contents of the examinations should be related to legislation and education management. Moreover, it is ix concluded that the candidates' educational status, personality traits and scientific qualities should be included in the evaluation in addition to their exam results. Besides these expert opinions, it was seen that experts put forward that candidates should be given in-service trainings about the changing situations, tasks and responsibilities in theoretical and practical applications in addition to the evaluations and assessments made in the selection process. It was observed that experts agreed with the idea that it would be more correct for the selected education administrators to stay in place for a long time without being displaced. It may be advisable to change the existing legislation for the selection and training of education directors and to make extensive evaluations by establishing expert commissions. It is recommended that the process of evaluating the education directors should be clearer and the job descriptions should be defined more objectively. In the study, a new model proposal has been introduced within the scope of seniority, selection and evaluation process and training and assigning process in the selection and training of the education directors
