Abstract:The objective of this study is to measure at what level the primary school principals working in Esenler, Istanbul show their leadership tendencies on the basis of the opinions of teachers and principals according to Leadership Frames Theory developed by Bolman and Deal in 1991. The data collection tool used for this study was developed by Bolman and Deal in 1991 and translated into Turkish and used by Mahçe Dereli. The study questionnaire consists of three parts. The first part consists of some personal information of those who answered the questionnaire, the second part consists of 38 questions aiming at measuring the leadership types of primary school principals, and the last part consists of some explanations in order to identify the leadership and management qualities of principals. The study was carried out in 19 primary schools in Esenler, İstanbul; primary school principals and teachers were included in it. For the study, surveys were given to 600 teachers and 19 primary school principals. All the principles and 372 of the teachers filled in and delivered the surveys. 104 teacher surveys were excluded from the study as they were filled in either incompletely or faultily. The analyses were performed in computer with SPSS for 20.00 statistics packet program. The questionnaires of the principles and the teachers were evaluated separately. The thoughts of the principals on themselves and the thoughts of the teachers on the principals were also evaluated separately. In this way; it became possible to compare the thoughts of the principals and the teachers. It was found out in the study that the teachers think the principles implemented Human Resource Leadership, Structuralist Leadership, Political Leadership and Symbolic Leadership respectively; the principals also think that they implemented the same types of leadership. That means the teachers and the principals have the same opinions. It was also found out that the type of leadership that the principals implemented vary according to the gender of the teachers and principals and according to their professional seniority.
