Abstract:In this research, it was aimed to determine and evaluate the quality of the modules used in vocational and technical education institutions according to the opinions of the students and the teachers working in these institutions. Mixed method was used in the research and quantitative and qualitative data were collected accordingly. In order to obtain quantitative data, "Attitude Scale Regarding Modular Materials ", developed by Taşpınar (1997) and organized according to 5 likert type scale, was used. In the acquisition of qualitative data, a semi-structured interview form has been prepared for the students through focus group interview in the context of the qualifications of the modules, as well as teachers for individual interviews. "Attitude Scale Regarding Modular Materials" was administered to 331 students studying in the 12th grade in formal vocational and technical high schools located in Turkey's Malatya province in Battalgazi district. Within the focus group interview, interviews were also held with 36 students in these high schools. In addition, 27 teachers were interviewed using a semi-structured interview form. A statistical data analysis package program was used to analyze the quantitative data of the research. Besides, content analysis method is used in analyzing the qualitative data. According to findings of the research; the students will be able to use the evaluation criteria and study questions in the modules, the guidance of the modules to achieve their goals and viii objectives, that the modules are unstable in terms of student-teacher interaction and the influence of the lesson, the formal characteristics of the modules, the self-evaluation of the modules and their active participation, the activities in the modules and the fact that they do not express a positive or negative view on how to transform the learnings into practice, the explanations about the activities in the modules, It was reached. In addition, it was found out that there is no generally meaningful difference between the opinions of the students regarding the properties of the modules in terms of their sex. According to another finding, while students mostly regard the formal characteristics of the modules as the biggest problem, the problem for the teachers is the lack of material. Students and teachers saw those who prepared the modules as the cause of these problems. Nevertheless, both students and teachers have adopted the view that the practice of modular teaching continues. In order to enable the modules to have more individual work in the direction of these findings, many more application activities should be done, renewed with suitable measurement and evaluation tools, importance of the formal features of the modules should be given while renovation process is on, should be in support of visual materials; to make the modular system more effective, suggesting that there should be an evaluation system suitable for the modular education and training approach from the passing system
