Abstract:

The economic crises and commercial reorganizations occurring in the world have led to the formation of business and production complexes showing clustering tendency beyond economic agglomerations in geographical area. The industrial clusters that started to emerge in Europe earlier than our country with the globalization movement began to appear in our country in 1990s. As a result of the increased production and increase in foreign trade; logistics clusters began to occur around the world and their numbers began to increase. Countries expecting to increase their competitiveness regard the establishment of logistics clusters as a state policy and they support these clusters; and promote their formation. In our country, the first established logistics cluster is Ankara Logistics Base and due to the lack of legislation and support programs related to the logistics clusters in our country, it was founded solely by the private sector in 2004. Afterwards, in addition to logistics clusters founded by private sector, TCDD Logistics Centers Project was started to be carried out in different cities in the country. In this respect, development of logistics industry, foreign trade volume, and logistics infrastructure in our country and in Ankara in recent years and the increased number of local units related to the sector are remarkable. As a logistics cluster and a logistics center, Ankara Logistics Base has been selected as the sample area in the thesis and been compared with the freight villages and logistics centers in other countries, which are the types of logistics clusters. In this thesis, whether Ankara Logistics Base is a logistics cluster or not in the context of cluster model, whether it was formed in a planned way or not in the context of process, whether it is a sub cluster of any big cluster or a logistics cluster itself in the context of value chain, the service level, scale, regional impact of the Base and the impacts of the actors in the context of spatial distribution were researched. Additionally, in the context of competitive advantage, that, on which local competencies such a formation has developed was examined. As a consequence, it is expected that Ankara Logistics Base will be a model to logistics clusters which will be formed and which are developing in our country and it is targeted to contribute either to the related legislation to be prepared or the literature especially in conceptual dimension.
