Personel Background

He is born in 1971 in Elazığ, Harput. Dr. İlhan graduated from Gazi University Faculty of Medicine in 1995. He completed his Public Health PhD (2001) and Hospital Management MSc (2015) at Gazi University and his Occupational Health PhD (2008) at Ankara University.

He started working in SSK Yozgat Dispensary in 1995, and worked in SSK Hasanoğlan Dispensary and SSK Health Department.

He started his academic studies as a Research Assistant at Gazi University in 1999. He became an Instructor in 2004, Assistant Professor in 2007, Associate Professor in 2009, and Professor in 2014 at the Faculty of Medicine, Department of Internal Medicine, Public Health Department. He was Head of the Department of Work and Occupational Diseases (Occupational Medicine) between 2014-2023 and the Head of the Department of Public Health between 2018-2023. He is currently the Head of the Occupational Medicine Department of Faculyy of Medicine (2025-) and Head of the Occupational Health and  Safety Department of Health Science Institution.

He was the Dean of Gazi University Faculty of Medicine between 2020-2023.

He was the Chairman of the Executive Board of the Faculties of Medicine Deans Council between 2021-2023.

He was the Executive Board Member of Gazi University Hospital between 2020-2023.

He was the Executive Board Member of Gazi University Revolving Fund Management between 2020-2023.

He was the Dean of Gazi University Faculty of Health Sciences between 2017-2020.

He was the Senate Member and Executive Board Member of Gazi University between 2017-2023.

Academic Studies

Public health, occupational health/medicine, community mental health, drug addiction and disaster medicine are his/her main areas of expertise. He also works extensively in epidemiology, biostatistics, and clinical research.

He has comprehensive research and field applications in health management, health economics, social services, refugee health, disadvantages groups health, health services accreditation, higher education program accreditation, the Turkish and European Qualifications Frameworks, professional qualifications, occupational standards, and microcompetencies.

He has 305 Articles; 141 articles and 1726 citations in Web of Science (WOS) with 22 h-index and 140 articles and 1824 citations  in Scopus with 24 h-index. He published 39 books and book chapters. 24 national, 43 international, took part in the project as a manager and consultant. He supervised 70 PhD, MSc, Spec.  theses.

He is the Member of Advisory Board of Turkish University Sports Federation.

He is the Member of Elazığ İzzetpaşa Foundation.

Prof. Dr. Mustafa Necmi İlhan was honored with the Turkish Republic of Northern Cyprus War of Independence Medal.

He was the President and Chairman of the Board of Directors of the Vocational Qualifications Institution of the Ministry of Labor and Social Security (2023-2025),

He has worked and is working as a Member of the Turkish Delegation, Consultant, Consultant, Expert at United Nations Office on Drugs and Crime (UNODC), European Monitoring Center for Drugs and Drug Addiction (EMCDDA/EUDA), United Nations Population Fund (UNFPA), World Health Organization (WHO).

He served as a Consultant on the Impact of Covid-19 on Health Services at the World Health Organization (WHO) (2021).
